ALBANY – For the purposes of where the first of three casinos may located, Gov. Andrew has put a definition to “upstate." The governor’s new budget bans the first three casinos from being built in New York City, Long Island or Westchester, Putnam and Rockland counties. The governor does not specifically state that none of the three possible casinos are banned from Western New York, as Cuomo suggested recently.
