ALBANY — The push to legalize casinos in New York is no sure bet to pass in the Assembly, the Daily News has learned. Assembly Speaker Sheldon Silver (D-Manhattan) supports the idea, but he told the Daily News on Monday that he can’t guarantee such a bill would fly with his Democratic conference, which holds a majority in the chamber. “I just don’t know,” Silver said.
